WILLIAM H. ORR
Former Sheriff Succumbs After Lengthy Illness

William H. Orr, former sheriff of Blair county, long prominent in Republican
party leadership in the county and in the state at large and active in the
business life of Altoona, died at 9:15 o'clock Saturday night at his residence,
306 Third avenue. He had been in failing health for a period of three years.
Mr. Orr was a member of one of the pioneer families of Blair county. His
ancestors came to America from Scotland and settled first in Big valley and then
about the beginning of the last century they came to Sinking valley.
Mr. Orr was born in this city on Nov. 20, 1872, a son of John and Harriet
(Keith) Orr. He received his educational training in the schools of the city
and then he entered the railroad shops where he was employed until his father
was elected sheriff of Blair county.
Mr. Orr served two terms as sheriff of the county and two terms as deputy
sheriff, holding the latter office under his father and Sheriff Adam L. Hare,
whom he succeeded in office as sheriff.
He first was elected sheriff in 1909. The term at that time was three years.
In 1917 he again was elected to the office. Meanwhile the state constitution
had been amended and the second term was for a period of four years. In 1931
Mr. Orr was a candidate for his party's nomination ____ unsuccessful.
During his second term as sheriff Mr. Orr was called upon to deal with a
strike of railroad shopmen. His tactfulness and genial spirit were manifested
in his handling of difficult situations that arose with the result that there
was no disorder.
Mr. Orr served his party for a period of ten years as chairman of the county
committee. He first was chosen on May 29, 1922, when he succeeded Hon. George
G. Patterson, present judge of the county courts. He subsequently was re-
elected four times and continued in service in that capacity until May 9, 1932,
when he was succeeded by Colonel B. C. Jones.
At the primary election in April, 1924, Mr. Orr was elected a delegate from
the Twenty-first district, embracing Blair and Bedford counties, to the
Republican national convention. He attended the convention which convened in
June in Cleveland, O., and participated in the nomination of Calvin Coolidge for
president.
At the primary election on May 16, 1934, he again was honored by the
Republican voters of Blair county by being elected as their representative on
the state committee. While in this position Mr. Orr served as a member of the
committee of seven, appointed by the state chairman, which drew up the party's
platform.
Noted throughout his career as an aggressive party leader, Mr. Orr, whether or
not be held official position, took an active part in party organization work.
He was a leading figure in the organization of the Blair County Republican club
in 1924 and in 1926 he was chosen president of the organization. Each
succeeding year he was reelected to the post which he held until the end of his
life.
Active in business circles all his life, Mr. Orr was president of the Eighth
Ward and Independent Building and Loan associations, president of the Rose Hill
Cemetery association and president of the Citizens Ice company. He was also a
director of the Mercy hospital and the Sixth Ward Farmers Market association.
Mr. Orr was a member of the Bethany Lutheran church, the Benevolent and
Protective Order of Elks of Altoona and the Knights of Pythias.
He was married to Miss C. May Freet, daughter of the late Mr. and Mrs. George
L. Freet of this city, at Baltimore on June 22, 1899, and he is survived by Mrs.
Orr and two daughters, Mildred, wife of Chauncey Rhodes of Altoona and Miss
