Complaint brought before R. McKenna, Police Magistrate of Pittsburgh, by Mary 
E. Stephens, mother of Joseph Gray, a minor born in May 1885.  She resides at 
No. 1510 Bedford Avenue.  He comes home drunk & stays away at night, frequents 
bad houses, refuses to go to school or work and keeps about Poplar Alley & the 
Fellows Row place of bad repute.
   Andrew Lew deposes that he resides at 2427 Wrights Alley, 25th Ward 
Pittsburgh; knows that said minor has been arrested & brought to the Station 
House.  Knows that he frequents bad houses.
   George H. Waggoner, Greenbush St., 32nd Ward, Pgh, knows that the minor 
frequents some of the worst houses and places in Pittsburgh.  Knows this by 
reason of being a Police Inspector.  Has been arrested for frequenting such 
places and for stealing fom his mother.

Additional Comments:
Notes made upon the boy's arrival at Pennsylvania Reform School at Morganza:
  Jos. Gray, No. 5676.  Parents living in separation (divorced).  Father, John 
Gray, lives on 2nd Ave., Pbh, Pa.  Mother remarried to Chas. Stephens, a 
laborer living at 1510 Bedford Ave., Pittsburgh, Pa.
   Sent here for not staying at home at night, etc.
   Description: height, 5'6"; weight, 131 pounds.  Dark hair, light brown eyes, 
dark complexion.  Scar about 1" long above right eye.  Two vaccine marks on 
left arm.
   Age 14 on May 9, 1899; received Apr. 17, 1899.  Born in Penna. of American 
parentage.  Catholic.  Stepfather and mother are intemperate, own no property.  
1 younger sister.  Can read & write.  Swears, lies, is intemperate.  Does not 
steal, does not use tobacco.  Has been arrested before.
