Lake & Company Upper Township is the most populous of the county's 14 townships with a 1980 census of 19.089 residents. The City of Ironton is located in Upper Township. The township also includes the Village of Coal Grove and the Hecla community. Early settlers were George Kemp who arrived in 1820, Joseph Gilland in 1821. Thomas W Kemp in 1832 and James Warren in 1843. Although there were once three postoffices located in Upper Township, the Ironton P.O. now serves the area. Upper is one of the six townships in Lawrence County that fronts on the Ohio River and extends north into the hills. Creeks that flow in Upper Township are Storms, Little Storms, Ice and John's. Fourlane U.S. 52 enters the southeast corner of the township, traverses Coal Grove and Ironton,and exits at the southwest corner. State high- ways within Upper Township are Ohio 93, Ohio 141 and Ohio 243. The Norfolk & Southern Railway (formerly Norfolk 8. Western) traverses Upper along the river area. Three Ohio River bridges, two between Coal Grove and Ashland. KY and one between Ironton and Russell, KY, have their northern terminus in Upper. Early industrial development in Upper was spurred by the location of four iron furnaces-- Etna. Sara, Monitor, Hecla -- during the1800's. Several industries, past and present.that are located in Ironton aid the township residents economically. However. two major industries located outside the city but are within Upper -- Alpha Portland Cement Plant and Carlyle Tile Plant -- closed during the third quarter of the 1900's. School districts serving Upper are: Ironton City Schools: Dawson-Bryant in the Coal Grove area; Rock Hill in the northwest corner of the township by bus routes, although the school buildings are outside Upper .
