Born in Frederick Co., Democrat, Member of MD State House of Delegates, 1788-93; state court judge, 1791-92; U.S. Representative from MD 3rd District, 1795-96; the first representative elected to Congress on the Democratic ticket from Montgomery Co. Served in the Revolutionary War as second lieutenant in the First MD Regiment; promoted to the rank of first lieutenant on 15 December 1777, and served as such until 1 April 1778, when he resigned because of ill health occasioned by the winter hardships endured at Valley Forge; served as general with Gen. Harry Lee in Pennsylvania during the Whisky Rebellion; elected as a Federalist to the Fourth Congress and served from 4 March 1795, until his resignation in 1796.
