William Wright Heard was born and grew up near Shiloh in western Union Parish, Louisiana, the son of Stephen Southard Heard and Mary Ann Wright. On 3 December 1878, he married Isabella Josephine Manning. Heard served as the Governor of Louisiana between 1900 and 1904. For more information, see Governor Heard's biography.
