GARTER, GEORGE V., was born at White Pigeon, Michigan, December 17, 1860.  
When twenty-one years of age he came to Dakota and located in Brookings 
county, where he engaged in the mercantile business.  In 1886 he came to 
Sioux Falls.  In 1889 he secured a position in the office of the register 
of deeds, where he remained until January, 1897.  He was deputy register 
of deeds four years, and the Republican party nominated him for register 
in 1896, but he met with defeat, the same as all his associates on the 
ticket.  He made a good official; is a good fellow, and a respected citizen.
