Bernard Dougherty was a prominent citizen of Bedord borough and an early 
justice of the peace for Cumberland county when that county embraced the 
territory now included in the county of Bedford. His commission bears date of 
March 23, 1770. He served as a member of the legislature from Bedford county in 
1774-75.
