"Mr. Raleigh Domer, whose illness from paralysis was announced last week, died
on Sunday at his home in Keedysville, aged 79 years.  He was a boatman for
many years, but at the close of the war he went to Keedysville, where he
conducted a hotel.  Some twenty-five years ago, when no license to sell liquor
could be obtained in Shepherdstown, he created a sensation here by operating
what was called "the floating battery", a sort of houseboat fitted up as a
bar-room, which he anchored in the Potomac river, close to the wharf.  It was
a knotty question to decide whether he was in Maryland or West Virginia, and
while the question was agitated in the courts the thirsty had ample time
opportunity to slake their thirst.  The floating battery was finally towed
away, and the experiment has never been repeated.  Mr. Domer had been blind
for many years.  His wife died about seven years ago and he leaves no
children.  He owns a brick house in Shepherdstown and a farm a couple of miles
east of town."
