Executive clemency has been extended to Irby Collins, a white man of Clay County, 
who was sentenced to a term in the penitentiary for the killing of J. M. Hawkins, 
which occurred some time ago. The action of the governor followed the confession 
of Ves Collins, a brother of Irby Collins, to the effect that he had killed 
Hawkins and that his brother was innocent. Yes, Collins was then tried for the 
crime and convicted, whereupon his brother was released. Parole was recommended 
by the pardon board and by a large number of citizens of Clay County.
